Inflate a balloon and use it as a base for your pinata. In a bowl, mix with the fork 2 cups of flour, 2 cups of water, and a 2 teaspoons of salt. Stir the mixture until you get a smooth batter. Don’t worry too much if the batter still has lumps.
Cut your newspaper into strips of 2 inches wide and 8 inch long. Dip the strips in the mixture and apply them on your balloon in a crisscross pattern. Once the balloon is completely covered let it dry before applying a second layer of strips. Leave a small gap at the top so it will be easier to remove the balloon afterwards.
Now, the hard part. Wait for your pinata to dry completely before you remove the balloon because it will ensure that your pinata keeps it shape. After all, you don’t want to wreck all your hard work. Be patient, it will definitely be worth it.
Cut fringes on black crepe paper streamers strips and after glue them on the pinata. I suggest that you start from the bottom in order to create dimension with the fringe. Use construction paper to make the eyes, ears, nose, mouth, bow and whiskers. While you are at it, add any other fun details that you would like.
Pop the balloon and remove it. Since you left a small gap at the top to remove the balloon, you could choose to fill your pinata from there. If not, make a small window at the back and glue it back after adding the candies. Make two holes beside the small gap so you can tie a ribbon to hang your pinata. Finally, glue some crepe paper on top of the gap to close it.
